Districting: Persuasive arguments have been made for and against the "straight six districts". I believe that the argument against districting is more persuasive. Therefore, I have not supported Proposition 100. I might have supported a three-district proposition. Los Arcos: Los Arcos is Scottsdale’s southern gateway and village center. Its neighbors deserve a development that reflects that status. The project should contribute lasting social and economic value to the neighborhood. The Ellman proposal offers neither, and Scottsdale can do better. Therefore, I have not supported Proposition 300. Public Safety: The cost of implementing a municipal fire department and upgrading of the police department will exceed the City’s ability to pay for it out of the general fund. While I do not usually support the use of sales tax funding, public safety is at the top of any list of city services. Therefore, I support the expenditure, and will not oppose the Proposition. Preserve: The Preserve is important and will cost money. Therefore, priorities and budgets must be considered. The use of a sales tax to fund additional Preserve land automatically accords the Preserve with top priority. Without a similar dedicated sales tax, other potential tax users must compete for money from the general fund. Those tax users deserve equal consideration. Alternative Preserve funding sources must be considered. Property tax, special assessment, CSD’s, state and federal grants, private endowment, and a state land initiative are a few possible options.
